THE GRAVITY OF TOBACCO SMUGGLING. PREDICTING BILATERAL ILLICIT CIGARETTE FLOWS FROM AGGREGATE DATA

nternational tobacco smuggling remains an important concern for governments, manufactur-ers and health experts alike. While often linked to other forms of illegal activities, it also directly impacts govern-ment tax policies. Knowledge factors that contribute illicit trade the existence smug-gling routes is strongly hampered by lack reliable data on bilateral flows tobacco. Therefore, recon-structing trafficking estimating size cross-border are crucial steps gaining bet-ter understanding these crimes enforcing actions aimed at countering them. This study first use grav-ity estimation techniques decompose aggregate cig-arette inflows which available into their bilat-eral components. Our approach a simple effective method can serve as complement methods pinpointing international such empty discarded pack or network analysis help in fight against flows.
